The United States Department of Justice has charged Raúl Castro, the former Cuban president and brother of Fidel Castro, in connection with the 1996 killing of four Miami-based exiles, when Cuba’s military shot down their planes. While family members of the victims, along with many in Miami, celebrated the news, it's not clear if justice will actually be served.
